Subject: Validity of EU digital COVID certificates
Regulation (EU) 2021/953 makes it very clear that COVID certificates are intended to facilitate free movement between Member States. As I pointed out from the commencement of the debate, the regulation nevertheless contains many ambiguities, one of them relating to the period of validity of EU digital COVID certificates, which differs from one Member State to another and may be three, six or nine months for those who have received two doses! This means that even double-vaccinated EU citizens may find themselves denied entry to certain Member States without booster doses at certain intervals!
Given the need for clarification on this extremely important subject, which has unfortunately given rise to much controversy:
Can the Commission say what specific measures it plans to take to ensure a return to compliance by the Member States with both the Treaty and Regulation (EU) 2021/953?

Subject: Use of the EU Digital COVID Certificate
Regulation (EU) 2021/953 of the European Parliament and of the Council of 14 June 2021 laid down a framework for the issuance, verification and acceptance of interoperable COVID-19 vaccination, test and recovery certificates to facilitate free movement – as enshrined in the EU’s founding treaties – during the current COVID-19 pandemic.
However, since it has been interpreted and applied inconsistently by the Member States, this instrument is creating a multitude of problems for citizens; they thought that the only regulation they needed to refer to was the one cited above, yet are confronted with different parameters, validity dates and classes of certificates depending on the total number of vaccinations received, recovery and the various types of COVID-19 test.
A certificate intended to simplify free movement at EU level has, paradoxically, become discriminatory, imposing greater or lesser restrictions on holders, depending on the Member State they are seeking to enter, despite the fact that the formal requirements for issuance of the certificate are identical in each case.
In the light of the above:
What action will the Commission take to put a stop to this blatant discrimination against European citizens?

Woon in Thailand en heb ¨het gele boekje¨ in Engels en voldoend aan de EU regels ervoor. (datum, batch nummer, handtekeing en nummer doctor, etc) Ik zal dat in eerste instantie proberen te gebruiken bij mijn volgend bezoek.In Utrecht zal ik op basis ervan ook een EU certifikaat vragen.
DiGiD heb ik gelukkig al jaren, ofschoon ongelooflijk ingewikkeld als je buiten EU woont (i.v.m geldigheids tijd van per post toegezonden paswoorden en pincodes, waren steeds verlopen). Uiteindelijk heb ik het via de Burgelijke Stand balie van Haarlemmermeer op Schiphol kunnen regelen tussen aankomst en vertrek via Schiphol.

In antwoord op Elly Aussie.

Een digid bemachtigen kun je, als je van buiten Europa komt, alleen in Den Haag.
Daarna kun je bij de GGD in Utrecht met je vaccinatie bewijs uit je woonland terecht voor een Nederlandse QR code.
De meeste horeca instellingen accepteren het gele vaccinatie boekje. Officiële instanties eisen de QR code

Ja probleem is als je geen EU code hebt! Als je buiten Europa woont kan je problemen krijgen en is het ingewikkeld om die QR code te krijgen. Daarvoor moet je een DigiD code hebben en die heeft dus niet iedereen die buiten Europa woont.

Echter… als je in het VK (zgn derde land) bent in gevaccineerd, dan moet je naar de GGD in Utrecht. je zal maar in Maastricht verblijven!

Beste Jan,
Een kleine nuance, een officiële recente sneltest voor 48 uur is ook voldoende.
Dat testbewijs heeft niet altijd een QR code.
Een Zwitserse sneltest in ieder geval niet altijd en een Belgische sneltest ook niet altijd als de dokter die uitschrijft.
Maar ze zijn wel geldig.
In Zwitserland mogen namelijk naast artsen, ook apotheken de covid-19 testen en covid-19 injecties doen.
Zij zijn officieel gemachtigd.
