Subject:	Harmonisation of banking outputs for end-users in the EU
The EU&#039;s current banking environment exhibits significant divergences in electronic communication standards between banks and end-users, which greatly hampers cross-border business and capital movements. Notable examples include the completely different formats and structures of bank statements, not only at the EU level, but also at the level of individual Member States, or the current topic of banking APIs, which have been implemented by individual banks in many Member States in recent years. It should be noted that the implementation of APIs, as in the case of bank statements, is being implemented in a piecemeal and inconsistent manner across the EU. However, a single standard for API access can be seen as an opportunity to facilitate cross-border business in the EU and pave the way for technological innovation.
1.	Is the Commission planning to introduce legally binding technical standards for API access in banking in order to establish uniform implementation for all EU entities, which would further facilitate the implementation of APIs by third-party applications (e.g. business software)?
2.	Is the Commission planning to introduce legally binding technical standards for a uniform format and structure of bank statements to be provided by all banks in the EU (e.g. CSV, MT940 or CAMT 054 format in an obligatory single structure)?

As announced in the Commission Work Programme 2023 (Annex) , the Commission is working on a review of the second Payment Services Directive  (PSD), including a proposal for amendments. This review, scheduled to be adopted in the second quarter of 2023, includes the functioning of open banking rules under the PSD, with regard to the sharing of payment account data with customer consent. The public consultation on the review included open banking, and it was an opportunity for stakeholders to provide input on the possible harmonisation of open banking data access interfaces.

There are no current plans to harmonise the presentation of payment account statements. The Commission is not aware of any consumer dissatisfaction with payment account statements, and consumer representative bodies have not called for harmonisation in this respect.]]></description>
