The committee debated, on 19 September, the European disability card and parking card, proposed by the European Commission on 6 September.

Persons with disabilities have equal right as EU citizens to move freely within the EU, however their national disability card is not always recognised across Member States. While the European disability card does not ensure access to social benefits and social security, the proposed cards seek to close a gap and grant their holder, during a short stay in another Member States, access to the same kind of public and private services that the resident card holder enjoys and thus facilitate free movement for persons with disabilities across the EU.
